City Council Study Session - 05/16/05 Minutes - Page 20 Mayor Klausing opined that, even if the City Council had the authority to proceed with a referendum, it would be a bad idea. 9.b "U pdate/Discussion of Status of Park Property Designated as part of Twin Lakes Development" Community Development Director Dennis Welsch provided information, at the request of Councilmember Ihlan, on the origins in 1994 of the city-owned storm water pond facility west of 2785 Fairview and adjacent to Langton Lake Park. Mr. Welsh noted that this was not a park parcel, but open space, and part of the City's ongoing storm water management system, similar to numerous others identified in the city. Councilmember Ihlan thanked staff for the report; but questioned whether the parcel would remain city-owned or be purchased by a prospective developer. Councilmember Ihlan opined that the City should be currently involved in an ongoing planning process for Langton Lake Park, rather than waiting; and questioned the presence of dumpsters and trash along the edge of the pond and the ownership of the property. Mr. Welsch noted that the status of the property was part of why a redevelopment was being sought to assist in clean up of such issues as those identified by Councilmember Ihlan. Councilmember Ihlan opined that this had nothing to do with redevelopment, but represented a code enforcement issue for the City. Al Sands, 2612 Aldine Mr. Sands presented various city maps from several departments, alleging that inconsistencies existed in the maps as to proper identification of the parcel as parks and/or open space; and noted zoning definitions related to open space and storm water sewer pond designation.
