Call to Order/Determination of a Quorum of Board Members Chair Eckman officially called to order the Grass Lakes Water Management Organization ( GLWMO) Public Hearing at approximately 6:30 p.m.; and verified GLWMO Board members in attendance. GLWMO Members Present: Chair Eckman; and Members Chuck Westerberg; Jonathan Miller; Mary Kaye Von De Linde; and Steve Barrett Others Present: GLWMO Administrator Tom Petersen; Consultant Camilla Correll with FOR Consulting; and Recording Secretary Sheila Stowell Mr. Petersen reviewed the purpose for tonight's Public Hearing as part of the approval process to hear public comment on the GLWMO's ten (10) -year update of its water management plan entitled, "Third Generation Water Management Plan;" as dictated by MNBWSR Rules 8410 (Metropolitan Water Management Act) and State Statute. Mr. Petersen introduced individual members of the GLWMO Board seated at the dais; and briefly reviewed protocol for the Public Hearing, asking that audience members wishing to provide comment direct their comments and/or questions to his attention. Mr. Petersen thanked residents for taking time to attend and express their interest in water quality issues in the GLWMO. For those having additional questions following tonight's public hearing or to find additional information on the Plan or for activities of the GLWMO, Mr. Petersen referred residents to the WMO's website at www.alwmo.ora; as well as being able to obtain contact information for individual Board members. Mr. Petersen introduced the GLWMO's principal Planning Consultant in developing the Third Generation Plan with the GLWMO Board and its process, Ms. Camilla Correll with EOR, and invited her to provide a brief presentation and progress report and timeline for this lengthy and involved process; and to address fundamental issues with the Plan prior to the GLWMO Board receiving public comment. Camilla Correll, FOR Ms. Correll provided a visual presentation defining a watershed management plan, as required by State Statute; its key components in following Statute; and comprehensive implementation actions as part of the Plan. Ms. Correll advised that updating of the existing Plan document (Second Generation ten (10)- year Plan) had been initiated in October of 2010; and reviewed the many opportunities provided throughout that process to seek stakeholder (resident and agency) involvement, the initial formal sixty (60) day review process for public and agency review (June 15 - September 14, 2011); followed by another ninety (90) day review process by agencies of any revisions following public and agency comments (December 2011 through January of 2012); and prior to final adoption of the Plan by the GLWMO Board and its subsequent implementation. Ms. Correll noted that the Plan's process and timeline was delayed due to the State of MN government shutdown during the summer of 2011. 1
