City Council Regular Meeting - 05/09/05
Minutes - Page 15

timeframe, at the discretion and agreement of other Task Force
members.

8.

OVAL Engineering Report and Next Steps
Parks and Recreation Director Lonnie Brokke provided
background information; engineering study results and
recommendations; and requested authorization to move to the
next step in preparing and advertising for bids for repairs on the
OV AL chiller.

Mr. Brokke noted that originally-outlined items 1, 2, 5 and 6 had
been completed, as detailed in the report by Stevens . Engineers
dated May 5, 2005. Mr. Brakke summarized the report,
recommendations and comments.

Discussion included Minnesota Pollution Control Agency
(MPCA) classification of solutions and removal and disposal of
existing brine; removal of ammonia in holding tank and safety
considerations; and continued research to determine whether the
OV AL and Arena systems could be tied together.

Mayor Klausing called for public comment at this time.

AI Sands, 2612 Aldine
Mr. Sands encouraged Councilmembers to delay award of a
construction contract until they had received the final Task Force
report.

Dan Roe, 2100 Avon Street
Mr. Roe, as a concerned taxpayer, expressed concern with the
Council considering making a decision while facing a deadline,
and whether that made for good decision-making. Mr. Roe
encouraged Councilmembers to await the final Task Force report
and their determination as to whether they can recommend a
business plan that will work and one that the City Council could
support, prior to advertising for bids for the construction project.

John Kysylyczyn, 3083 N Victoria Street
Mr. Kysylyczyn requested a cost analysis for the bid process,
including staff time; and encouraged Councilmembers to receive
the Task Force report and their recommendations prior to the

OVAL
Engineering
Report,
Next Steps
