<br />City Council Regular Meeting - 06/13/05 <br />Minutes - Page 2 <br /> <br />at the Monday, June 27, 2005 RoseFest Parade and festivities, <br />the June 20, 2005 Council Study Session had been revised to a <br />business meeting to accommodate those items needing Council <br />action. <br /> <br />1. Receive Public Comment about City Issues Public Comment <br />Mayor Klausing called for public comment by members of the <br />audience on any non-agenda items. <br /> <br />A. John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn provided his personal information to the <br />City Council regarding legal differentiation of Council <br />Study Sessions and regular business meetings. <br /> <br />Mr. Kysylyczyn took issue with Council action at their <br />May 23, 2005 Council meeting in adopting a resolution <br />related to an additional eastbound only lane on Highway <br />36. Mr. Kysylyczyn opined that the Council should have <br />provided transit alternatives; should have considered such a <br />resolution only after seeking the opinion of the Public <br />Works, Environment and Transportation Commission and <br />City staff; and should not have considered the item on the <br />Consent Agenda for any urgency when the legislature <br />couldn't respond or act on any such resolution prior to <br />2006. Mr. Kysylyczyn further quoted past Councilmember <br />comment related to expanding Highway 36. <br /> <br />B. Eugene Bahnemann, 2656 Lexington <br />Mr. Bahnemann provided photos of the nature habitat and <br />prairie grasses growing adjacent to portions of the City Hall <br />Campus, and located directly across Lexington Avenue <br />from his property; citing his preference for a more <br />manicured look.
