STANTON ASSOCIATES INC. <br />City of Roseville <br />PROPOSED 1978 SALARY TRUC UR ADJUST ENT' <br />FOR <br />SUPERVISO Y -AD INISTPATIVE- -MANA EME T POSITIONS <br />Analysis of current actual sal-.ries being paid to Supervisory- <br />Administrative-Management position-holders indicates the City <br />of Roseville is maintaining a favorable and competitive posi- <br />tion compared to other municipalities of similar population <br />and geographical. characteristics, <br />Noticeable differences in salary adjustments granted to this <br />group in 1977 reflect a. continuing. emphasis on recognizing <br />outstanding job performance with better than average salary <br />increases. This commendable approach should he maintained in <br />the future, with regular training and emphasis on the impor -y <br />tanee o f performance appraisal, <br />Consultants recommend -the current Supervisory-Administrative- <br />Management s trueture he adjusted up no less than 6,5%, }used <br />on data available to Stanton Associates, Inc .., from the pub- <br />lic and private sectors on comparable positions. A higher <br />percentage of around 7 could be justified, depending on ad--. <br />justments granted to other classifications. within the City <br />of Roseville, <br />One factor which will impact salary planning for 1978 is the <br />rise in the rate of inflation as measured by the Bureau of <br />Labor Statistics Consumer Price Index. There is every indica- <br />tion that the increase in the Consumer Price Index will exceed <br />7% in 19'78 ', and the most recent BLS Index for the Twin Cities <br />area is presently above 7%,, <br />No changes are recommended in the present Salary Adjustment <br />Guide Chart unless the overall salary structure for Supervi- <br />sory-Administrative-Management positions is adjusted by a <br />percentage substantially different from Consultants' recom- <br />mendations., <br />Again, continuing emphasis on recognizing demonstrated job <br />performance through sound and effective two -way performance <br />review discussions will maintain the City's ability to re- <br />tain qualified, competent personnel and provide equitable <br />compensation, <br />Attached is an updated salary Control Chart <br />Roderick M.
