<br />EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />Roseville, County of Ramsey, Minnesota, was held on the 20th day of June, 2005, at 6:00 p.m. <br /> <br />The following members were present: Kough, Thlan, Schroeder, Maschka, and Klausing <br />and the following were absent: None <br /> <br />Council Member Schroeder introduced the following resolution and moved its adoption: <br /> <br />RESOLUTION NO. 10316B <br /> <br />A RESOLUTION RESTATING THE DEVELOPMENT PROGRAM FOR <br />DEVELOPMENT DISTRICT NO.1, CREATING TAX INCREMENT FINANCING <br />DISTRICT NO. 17 AND HAZARDOUS SUBSTANCE SUBDISTRICT NO. 17 A, AND <br />ADOPTING TAX INCREMENT FINANCING PLANS RELATING THERETO. <br /> <br />BE IT RESOLVED by the City Council (the "Council") of the City of Roseville, Minnesota <br />(the "City"), as follows: <br /> <br />Section 1. <br /> <br />Recitals. <br /> <br />1.01. It has been proposed that the Council approve and adopt the proposed Restated <br />Development Program (the "Restated Program") for Development District No. 1 (the "Project <br />Area") to reaffirm and clarify its original goals and objectives, to expand those goals and objectives <br />to comply with statutory changes, and to reflect increased project costs and increased bonded <br />indebtedness within the Project Area, pursuant to and in accordance with Minnesota Statutes, <br />Sections 469.001 to 469.047, 469.048 to 469.068, and 469.124 to 469.134, inclusive, as amended <br />and supplemented from time to time. <br /> <br />1.02. It has been proposed that the Council approve the creation of proposed Tax <br />Increment Financing District No. 17 (the "District") within the Project Area and to approve and <br />adopt a proposed Tax Increment Financing Plan (the "District Plan") relating thereto, pursuant to <br />and in accordance with Minnesota Statutes, Sections 469.174 to 469.1799, inclusive, as amended <br />and supplemented from time to time. <br /> <br />1.03. It has been proposed that the Council approve the creation of proposed Hazardous <br />Substance Subdistrict No. 17 A (the "Subdistrict") within the District and within the Project Area <br />and to approve and adopt a proposed Tax Increment Financing Plan (the "Subdistrict Plan") relating <br />thereto, pursuant to and in accordance with Minnesota Statutes, Sections 469.174 to 469.1799, <br />inclusive, as amended and supplemented from time to time. <br /> <br />1.04. The Council has caused to be prepared and has investigated the facts with respect <br />thereto, a Restated Program for the Project Area to reaffirm and clarify its original goals and <br />objectives, to expand those goals and objectives to comply with statutory changes and to reflect <br />
