�i <br />FROM: <br />SUB7ECI' : <br />May 25, 1976 <br />City Cotmcil <br />Attention: James Andre, City Manager <br />Charles Honchell, Public Works Director <br />Howard Dahlgren Associates <br />Environmental Assessment of Langdon Lake Area <br />The Minnesota Environmental Quality Gotm.Cil (EQC} at its May 7, <br />197b, meeting, in addition to requiring a preparati.on of an <br />environmental assessment for the PIK Texminal Pxoperty, reconunended <br />that "the Council also recognize the concerns of the residents over <br />further industrial expansion near Langdon Lake, and further urges <br />the City to inclu�.e an anaZysis of this impact on the Langdon Lake <br />area." <br />Cansiderable discussion took place at the hearing regarding the <br />properity of the EQC ordering the City to prepare an environmental <br />assessment for the area inasmuch as no specific development was pro- <br />posed other than the PIK Terminal Properties development. Nlembers of <br />the Commission spoke o� the difficuliies of assessing a"scenario" <br />pointing out that the 1aw did not provide for analysis of such potential <br />but Lmlrn.own development. <br />Under these canditions, we suggest that the City recognize the <br />Environmen�al Quality Cotuzcil's concerri by agreeing that fu�ure <br />development in the vicinity of the Langdon Lake area will have impact <br />(hopefully desirab�e impact) on the area, but that the appropriate <br />solutian to this question Iies an the carefui analysis and review of <br />this portion of the City as a part of the Gomprehensive P1an to be <br />conducied in the near future by the City. Each of you are aware that <br />the 1.976 Session of the State Legislature passed a"mandatory planning <br />act" which rec{uires that a11 cortuntmities in the metropolitan area <br />prepare a comprehensive plan to be reviewed by the Metropolitan Colmcil <br />following the preparation of a"systems statement plan" for the metro- <br />politan area by the Metrpolitan Gouncil. <br />It is a we11 lrnown fact that the research and. analysis,development of <br />goals, prepaxation af land use p�ans, preparation of revision to <br />effectuating ordinances (zoning ordinances etc.) are the key elements <br />of the control of future deveTopment involving any specific area of <br />the Gity. In the Langdon Lake area planning proposals relating to <br />land use, zoning, open space, trail systems, drainage systems, and <br />devezopment regulations wi11 be the cruci�al decision that effect the <br />future environment of such an area. <br />
