Granting; Denying and Rescindin of Licenses. / (�) Licenses may be granted on.�y in the apprapriate � zone to be determined by the City Counc�l and laws and ordinan�es of the City of Roseville_ � (2) L�censes may be denied or rescinded z� the premises a� the Conv�rsation Parlors do �ot meet the requirements of the City CounGii and of the Building, Safety, and Sanitation regulations of �he City o� Ras�viZ�e and the S�aie of Minnesota. {3) Lic�nses may be denied or rescinded if th.ere is any �raud or deceptzon invoZved.in the license applica�ion. f4) Licens�s may be denied or rescinded if the applicant or persons in his employe are not complying wiih or have a history a� vioZations a� the laws and ordinances that apply to health, safety, or moxal terpitude. (5) An applicatzon may be denied a� a license may be rescinded if the presence of a conversation parlor is found to be detrimental to the health, wel�ar� and safety o� the citizens of the City o� Roseville. 131.060. Construction and Mainten:anc� Requirements. (1) All Conversation Parlors and alI restrooms and bathrooms u5ed in connection therewiih shall be constructed of mat�rials which are impexvious to moisture, bacteria, mold or f�ngus growth. (2) All restraoms us�d in connection wi�h Conversation Parlors shall be prpvid�d with mech- anical ventila�ian with two (2) CFM per square foo� of �loor area, a minimum o� �5 ft. candles af zllum�nation, a h�nd washing sink equipped with hot and co�d running water under pressure, sanitary towels and a soap dispe�ser. (3) Each Conversation Parlor establishment shall have a janiior's closet which shall be p.rovided
