Attachment A <br />LEAGUE OF CONNECTING & INNOVATING <br />MINNESOTA SINCE 1913 <br />CITIES <br />Making Meetings Work <br />Principles: Council Values: <br />• <br />Letthe presiding officer manage <br />• I serve the public interest <br />• <br />Waitto be recognized before speaking <br />• I fulfill the duties and responsibilities of holding <br />• <br />Be courteous and civil <br />public office <br />• <br />Limit debate to the discussion of ideas <br />• I am ethical <br />• <br />Avoid personal attacks <br />• lam professional <br />• <br />Maintain decorum <br />• I communicate <br />• <br />Avoid side conversations <br />Rules of Decorum: <br />• Council members shall assist the presiding officer in preserving order and decorum. <br />• No councilmember shall engage in conduct which delays, interrupts, or hinders honest and <br />respectful discussion or debate. <br />• Meetings shall be conducted in a courteous mannerthat recognizes the validity of differing points <br />of view. <br />• Do not engage in private conversation or pass private messages while in the chamber in a manner <br />so as to interrupt the proceedings of the council. <br />• Do not leave your seat or make any noise of disturbance while a vote is being taken and until the <br />result of the vote is announced. <br />• Do not use profane or obscene words or use language that threatens harm or violence towards <br />another person during the council meeting. <br />• Do not speak on any subject other than the subject in debate. <br />• Do not speak without being recognized by the chair. <br />• Do not interrupt the speech of another. <br />• Do not disobey the Rules of Order and Procedure or a decision of the presiding officer on <br />questions of order or practice, or upon the interpretation of the rules of council— except by <br />pro per appea 1. <br />• No councilmember shall engage in disorderly conduct that disturbs or disrupts the orderly conduct <br />of any meeting. <br />Debate Manners: <br />• Only speak when called upon. <br />• Direct comments to the chair. <br />• Do not be disruptive. <br />• You can make corrections. <br />• The chair can interrupt you (not vice- versa). <br />145 UNIVERSITY "E.
