HRA Meeting <br />Minutes – Tuesday, January 17, 2012 <br />Page 9 <br />1 <br />Motion carried. <br />2 <br />3 <br />d.2012-2017 Strategic Plan <br />4 <br />Mr. Trudgeon noted the completion of many of the items listed on the current five (5) year <br />5 <br />plan; and recognized the many strategic discussions and organization efforts over that <br />6 <br />timeframe, placing the HRA at a very different place than when initiated. In moving onto the <br />7 <br />next level in updating the HRA’s 2012 – 2017 Strategic Planning, Mr. Trudgeon advised that <br />8 <br />staff had made initial contact with Ms. Barbara Ray of the Center for Policy, Planning and <br />9 <br />Performance for a quote on using her services as a facilitator for those upcoming discussions. <br />10 <br />Mr. Trudgeon noted that Ms. Raye had been used by the HRA for its rental registration task <br />11 <br />force discussions in 2007, and came highly recommended as a well-respected facilitator for <br />12 <br />public policy issues in the metropolitan area. A biography for Ms. Raye was included in <br />13 <br />tonight’s meeting packet, and Mr. Trudgeon advised that the cost for Ms. Raye’s services <br />14 <br />would not exceed $5,000.00. Mr. Trudgeon included a proposed timeline and planning <br />15 <br />process steps prepared by Ms. Raye for HRA review. <br />16 <br />17 <br />Motion: Member Masche moved, seconded by Member Lee to approve the hiring of <br />18 <br />Barbara Raye of the Center for Policy, Planning, and Performance to facilitate and assist <br />19 <br />the creation of the 2012-2017 Roseville HRA Strategic Plan, at a cost not to exceed <br />20 <br />$5,000.00, with funding provided for the strategic plan update in the 2012 RRHA Budget. <br />21 <br />22 <br />Member Maschka advised that she had worked with Ms. Raye in several venues in the past and <br />23 <br />spoke in support of her as a facilitator for the HRA. <br />24 <br />25 <br />Ayes: 7 <br />26 <br />Nays: 0 <br />27 <br />Motion carried. <br />28 <br />29 <br />e.Discuss purchase of 2325 Dale Street <br />30 <br />Mr. Trudgeon summarized consideration of purchase of this property, as detailed in the staff <br />31 <br />report and attachments dated January 17, 2012, prompted through the potential repurposing of <br />32 <br />the City’s adjacent Dale Street Fire Station property. <br />33 <br />34 <br />Chair Maschka advised that he and staff had held very preliminary discussions with City <br />35 <br />Manager Malinen on the feasibility and prudency in assembling these properties, of <br />36 <br />approximately 2 acres total, that would allow the HRA and City to provide actual bricks and <br />37 <br />mortar opportunities in the future, noting that the availability of such land mass may not exist <br />38 <br />in the future. <br />39 <br />40 <br />Discussion ensued among staff and Members on the listing price of the property; length of <br />41 <br />time on the market to-date estimated at 1.5 years, and previous marketing with other single- <br />42 <br />family lots immediately behind this parcel, but not listed separately rather than as a larger <br />43 <br />package; zoning of the lot as HD (high density); owner of the property as an estate, with the <br />44 <br />same owner for all five (5) lots; the need for an independent appraisal before a public entity <br />45 <br />makes an offer if the HRA directed staff to pursue the property; and if there was interest by the <br />46 <br />HRA, staff’s intent to return to the February meeting with a plan of action for those next steps, <br />47 <br />and identifying how such a purchase could be purchased. <br />48 <br />49 <br />Further discussion included future discussions with AEON or other potential developers, with <br />50 <br />the City facilitating the development without outright ownership; market study results from <br />51 <br />2009 on the need for certain types of rental units; and pending due diligence on further details. <br />52 <br />53 <br />Motion: Member Maschka moved, seconded by Member Majerus to staff to further <br />54 <br />investigate opportunities and perform due diligence on the potential purchase of the <br /> <br />
