HRA Meeting <br />Minutes – Tuesday, January 17, 2012 <br />Page 12 <br />1 <br />Member Battisto opined that the current structure definitely needed to be demolished; and <br />2 <br />questioned the estimated cost of demolition and hauling the materials away, with Members <br />3 <br />concurring that the actual demolition cost would be based on potential abatement of asbestos <br />4 <br />or other hazardous materials on the site, in addition to the general demolition costs. Member <br />5 <br />Battisto questioned the value of the parcel itself after costs for purchasing the property and <br />6 <br />demolition of the existing structure. <br />7 <br />8 <br />Chair Maschka noted that neither the City or Roseville nor the City of Little Canada, located <br />9 <br />on the other side of Rice Street form this parcel, had any redevelopment plans in place for this <br />10 <br />portion of Rice Street. <br />11 <br />12 <br />At the request of HRA members, Ms. Kelsey noted that the parcel was kitty corner from the <br />13 <br />strip mall in which the Taste of Scandinavia and hardware store were located. <br />14 <br />15 <br />Member Quam opined that Habitat for Humanity was another option for redeveloping the <br />16 <br />property. <br />17 <br />18 <br />Ms. Kelsey advised that CDBG funds could serve as a second mortgage; and advised that, if <br />19 <br />the HRA was interested, her intent was to approach Habitat to determine their interest in <br />20 <br />building a home on that parcel. <br />21 <br />22 <br />Member Pust spoke in support of staff initiating discussions with Habitat. <br />23 <br />24 <br />Member Lee suggested discussions by staff with the Land Trust as well. <br />25 <br />26 <br />Chair Maschka opined that this provided an opportunity for exploring the potentials for this <br />27 <br />parcel. <br />28 <br />29 <br />Member Lee clarified that her interest was for new construction on the lot, not keeping the <br />30 <br />current structure. <br />31 <br />32 <br />Member Masche suggested the HRA’s home viewers may be interested in submitting a <br />33 <br />proposal. <br />34 <br />35 <br />Chair Maschka opined that the HRA should explore the opportunity, and take all of those <br />36 <br />potential options into consideration, and not simply dismiss the opportunity. <br />37 <br />38 <br />Member Pust suggested that staff contact Habitat to see if they had any interest in purchasing <br />39 <br />the property at a reduced cost. <br />40 <br />41 <br />Motion: Member Maschka moved, seconded by Member Quam to explore the <br />42 <br />opportunities, including Habitat for Humanity of the Land Trust, in finding a creative <br />43 <br />solution for this property at 2941 Rice Street for its repurposing it as a single-family <br />44 <br />residence; and directing staff to return to the HRA at a future meeting with their <br />45 <br />research and additional information. <br />46 <br />47 <br />Ayes: 7 <br />48 <br />Nays: 0 <br />49 <br />Motion carried. <br />50 <br />51 <br />10. Information Reports and Other Business (Verbal Reports by Staff and Board Members) <br />52 <br />53 <br />a.Discuss Home and Garden Fair <br />54 <br />Ms. Kelsey updated the HRA on sponsors as previously noted; and fifty-six (56) paid <br />55 <br />exhibitors, approximately double of those at last year’s fair, and more than any previous year. <br /> <br />
