The proposed budget prov�_des for e�endxtuxes of �8,249,945 or 5.89% over the 1976 budget. The tax levy needed ta support the praposeci expendi.tures is �2,264,892 ar $505,469 over the current year. The largest single new program increase on the e�penditure si�e is for �he Du�eh E1m disease program in the amount of �125,950.. The principal reasons far the increase in the taa l��y are a�:�cxease in the amotu�t of avai�.able reserves and �h� £reeze enacted by, the legisla�ure on the a�na�m� of state aids received by the City. These two factors account for 65% of the increase. The esti.mated assesser� valuation is $174,638,22]. or a$13,579,569 increase over the prior y�ar. This pxovides a 1977 mill rate of 12.9b mil�s.
