A substantial portion of this property is occupied by �the "Hea�y <br />Pond" which functions as a perman�nt pond�ng area in this part of <br />the City. 7he City has been a�Ctem�ting to obtai� a drainage <br />easem�n� for this pond wi�ich easement is now proposed as a part <br />of this plat. <br />2. The dry land on the nor�h side consists of appraxirrrately 46,355 <br />square feet, which at 11,000 square feei per lot would appear <br />ta accomodate four �ots. Placement af the 1ot ��nes approximately <br />as shown, however, produces three building sites with frontage on <br />Cleveland Avenue. The building line for Lot 1 wi�l be substantially <br />bacfc fror� Cleveland Avenue, placing a home on this �ot approx��nateiy <br />110 fe2t west of C7eveland Avenue. <br />3. The plat includes additianai dedication of ten feet on the north <br />side of Roselaam Avenue and an additional z6.5 feet on the wes� <br />s�de of C�eveland Aver�ue. Assessments �vill be spread against <br />the proposed lots for sewer, water, and starm set�rer services. <br />�#. 7he only prablem we see wi�h respect to this p1at, �n consultatian <br />with ihe C��y Engineers, is the proposal ta plat the sautherly 11Q fee� <br />of the property as Ouilot A. Tnis outlot contains only water area <br />and unbuildab7e land, and abviously will be let go tax de�inquent. <br />7his ultimately �,laces the City in a position of responsib�lity for <br />ma�ntaining the shoreline an this corner. We have advised the <br />iandowners -�ha� the pond shou1d be dividecf approximately in one- <br />t�ird ratios �o each af the -Chree 7ots. I-� is not advisable, in <br />our opinian �o purpasely plat 7and leavir�g unuseable portions <br />for the C�ty to maintain. <br />5. An optional method af t�iatting the 7and would be to simply divide <br />the buildable pr4�erty inta two relativ�ly �arge lots. A view of <br />the large hamesites across the stree� on [.auren Road shows that this <br />may.well be a feasible passibiiity. In any case, whether it is <br />twa lots or three �ots, the buiid�ng sites will have an excellent <br />view aver the pond and should attract some fine homes. <br />
