qASPAL+E <br />REQUEST FOR COUNCIL ACTION <br />Department Approval <br />Date: 2/27/12 <br />Item No.: 7.e <br />City Manager Approval <br />Item Description: Approve Resolution Awarding Bid for 2012 Sanitary Sewer Main Lining <br />1 BACKGROUND <br />2 The majority of the city's sanitary sewer mains were constructed in the late 1950's and early <br />3 1960's, utilizing clay the pipe. Over time the joints have failed allowing root intrusion. The pipe <br />4 material is also susceptible to cracking and construction damage. The City started our sewer <br />5 lining program in 2006 to rehabilitate the sewer mains and extend the life of our sanitary sewers <br />6 by 50 years or more. Lining technology essentially installs a new resin pipe inside the old clay the <br />7 sewer main without digging up city streets, which results in minimal disruption to residents during <br />8 construction. The liner pipe is inserted into the main through existing manholes and cured in <br />9 place with a heat process. Each segment is typically completed in one working day. Service line <br />lo connections are reopened using a robotic cutter and remote cameras. During the process, existing <br />11 flows are bypassed using pumps. This technology also prevents infiltration of groundwater into <br />12 the system and can be credited toward our Metropolitan Council Environmental services inflow/ <br />13 infiltration surcharge. <br />14 The 2012 Sanitary Sewer Main Lining Project includes lining for approximately 20,884 lineal feet <br />15 (3.96 miles) in areas identified as having root intrusion or infiltration problems. Based <br />20 on past practice, the City Council has awarded contracts to the lowest responsible bidder. In this <br />21 case the lowest bidder is Visu- Sewer, Inc., of Pewaukee, Wisconsin. <br />22 FINANCIAL IMPACTS <br />23 We received five bids for the 2012 Sanitary Sewer Main Lining Project. The low bid submitted <br />24 by Visu- Sewer, Inc., $457,160.35, is within the budgeted amount for this project. This work is <br />25 funded by Sanitary Sewer Infrastructure Funds. Since starting our lining program in 2006, we <br />26 have seen a significant reduction in the per foot cost, as shown in the graph below. These cost <br />27 savings will help us achieve our long term goals for the utility Capital Improvement Plan. <br />Page 1 of 2 <br />
