177 invoices, payment of bond issuance costs, and records of "allocations" of bond <br />178 proceeds to make reimbursement for project expenditures made before the bonds <br />179 were actually issued; <br />180 (d) Information, records, and calculations showing that, with respect to each bond issue, <br />181 the City was eligible for an exception to the arbitrage rebate requirement or, if not, <br />182 that the rebate amount, if any, that was payable to the United States of America in <br />183 respect of investments made with gross proceeds of that bond issue, was calculated <br />184 and timely paid with Form 8038-T timely filed with the IRS, as described in 2 <br />185 above; <br />186 (e) Schedules of all bond - financed facilities, including whether such facilities are land, <br />187 buildings, or equipment, economic life calculations, and information regarding <br />188 depreciation; <br />189 (f) Records and agreements related to any trade or business activities by or with non - <br />190 governmental entities or persons with respect to any facilities financed with the <br />191 proceeds of governmental bonds, including, but not limited to, management <br />192 agreements and leases; and <br />193 (g) Documentations of all sources of payment or security for the issue. <br />194 The basic purpose of the foregoing record retention procedure for the City's governmental bonds <br />195 is to enable the City to readily demonstrate to the IRS upon a questionnaire or an audit of any bond <br />196 issue that the City has fully complied with all federal tax requirements that must be satisfied after <br />197 the issue date of the bonds. <br />198 <br />Page 8 of 12 <br />
