Department Approval <br />iL <br />qASFffih-hE <br />REQUEST FOR COUNCIL ACTION <br />Date: February 27, 2012 <br />Item No.: 7.h <br />City Manager Approval <br />Item Description: Approve Contract for Commissioning Services for New Fire Station Project <br />1 BACKGROUND <br />2 On December 12, 2011 the Roseville City Council authorized the Fire Department to continue <br />3 moving forward with the planning process for the construction of the new fire station. As part of <br />4 that process, and consistent with the projects commitment to sustainability, the Fire Department <br />5 is recommending that the City enter into a contract with Karges - Faulconbridge, Inc. (KFI) for <br />6 commissioning services. <br />s Commissioning is the process by which the mechanical and electrical systems of the new fire <br />9 station designs are reviewed and tested to assure proper building function, design, and <br />lo specification for the overall objectives of the building. <br />11 <br />12 The purpose of entering into the Commissioning contract at this stage in the project is to allow <br />13 for the review of the design elements of the building prior to finalizing the construction <br />14 documents. The City will be utilizing third party commissioning to allow for an independent <br />15 review of all systems, and to meet the recommendations for LEED building best practices. <br />16 PROPOSED ACTION <br />17 Staff is recommending that the City Council authorize the City to enter into a contract with <br />18 Karges - Faulconbridge, Inc. (KFI) for the commissioning services. Karges - Faulconbridge, Inc. <br />19 (KFI) is being recommended for commissioning services due to their experience in the area of <br />20 commissioning and their experience with the current Geothermal system on campus, which we <br />21 will be incorporating into the new fire station project. <br />22 <br />23 Since this is a Professional Services contract, the City is not required to go out for bidding. Due <br />24 to the relatively small cost of the contract and the value in utilizing KFI's experience with the <br />25 current campus geothermal system, staff decided not to use the overall best value process. <br />26 <br />27 FINANCIAL IMPACTS <br />28 The contract would incorporate four phases: design phase (review of all proposed mechanical <br />29 systems), construction phase, acceptance phase, and close out phase. The cost of the contract for <br />3o all four phases of work would be $23,800. <br />Page 1 of 2 <br />
