Rezling's request for conditional use permi� (�o fi11 lakeshore pxoperty at <br />2$3Q� Vic�oria} was originally heard by the City Council in June, I974. The request <br />has been con"�inuecl. on ntmierous occasions, primarily for �he purpose of waiting for <br />Rarnsey County to purchase Prtr. Reiling's property for open space pur�,oses. The <br />propexty in ques�ion is �art of �he Rarrtsey Cat�ty-Lak� Owasso o�en space sit�. <br />The Council �ast coz�s�dered NIr. Rei]�ing`s request at its November 17, I975, <br />meeting. At Chat time the City was advised by P��r. Bernie Eclmonds, Ramsey County <br />Recreation Director, that an offer hacl been made to h'Ir. Reiling for his property <br />and that he had refused to offer as totally unaC�eptable. The offer was based <br />on two independent appraisals obtained by the Coun�y. Mr. Ec�6nunds stated �n <br />November that I�'Ir. REiling wa.s obtaining a th.ird independen� appraisal which the <br />County had no� yet receiVed. <br />At the November 17 meeting, i��r. Reiling xequested that the Cotmcil continue his <br />request. He co�nented that many residents in the area feel that the property <br />should not be purchased for open space �se and that he was considering circulating <br />a petition. The CotanciJ. continued the request to the February 9�eeting. <br />A�r. Bernie Ec3�mds indicated on February �, that ihe Ramsey Cotmty Roard oi <br />Co�ssioners ha� au�horzzed initiation of condemna�ion of certain parce�s in the <br />Lake Ot�asso apen space site �ncl.uding Mr. Reil.ing�s pxopexty.
