Margalis rec�i�ed a ten�porary permit for the <br />construction o-� a 3,750 square foot temporary building for a garden <br />center behind the RoseviT�e Si�opping Center. 5�r�ce that time, f�e has <br />operated his nursery business from that location. Ne now proposed to <br />make this a permanent locaiion ar�d add to the structure a 24 x 60 foot <br />green�ouse sales bui1d�ng. Mr. Margolis therefore, seeks a perma�ent <br />per�nit for the exisiing build�ng and further developm�nt of th� site <br />into a garden center ur�der the provisions of a comm�rcial planne�d <br />unit development described in the ordinar�ce. <br />2. A detai�ed site plan has been prepared at large sc�le urh�c� t,rili be <br />presented at th� Planr�ing Cam�nission and Caunci� hearing. A couy o�F <br />a portion of the site plan ind�cating the proposed structures in the <br />re7ationship to the Roseviile Shopping Center immediate�y to the sauth <br />is attached for your reference. <br />3. P�Ir. h1argolis accompanies his applicat�on with a letter explaining h3s <br />proposa7 as fo7latvs: <br />"The purpose of this le�tter �s two-fQld. First, ure �ereby ap�ly <br />for appra�a7 of a develapment plan for a specia� use permit far <br />a planned unii development in a commercial disir�ct. Specifically, <br />we are reque5ting approval for the perinanent use o� our retail <br />saies facility at 1171 West Larpenteur Avenue. Secor�d, tive <br />respectfully request thai, the City Cauncii grant us an inde�ina�.e <br />extension af our permit for the construction of a temporary <br />bu� 1 di r�g at 1171 1�dest Lar�er�teur unti 1 our appl i cati an for the <br />special use permit is resolved. The currer�t permit expires <br />March I, 1976. <br />The specific purpose of our applicaiion is to change tl�e class�fication <br />of our �resent sa7es facility fi°nm temporary to permanent. In <br />ihis regard, I believe the Counc�l should b� advised of the back- <br />�round of �his n�atter. My family has operated its buszness in <br />this area for many years. In 1974, the site of our previous <br />garden center at 1685 North �exing�on, uras sold to Minnesata <br />Federal Savings a�d Loan Assaciation for construction of a savings <br />and loan facility. As a result of the sale, Ure needed a te►��porary <br />s�te for aur garden center i� order to remain in business unt�1 <br />
