Call to Order <br />1 <br />Chair Gisselquist called to order the Variance Board meeting at approximately 5:30 p.m. and <br />2 <br />reviewed the role and purpose of the Variance Board. <br />3 <br />2. Roll Call & Introductions <br />4 <br />City Planner Thomas Paschke called the Roll. <br />5 <br />Members Present: Chair John Gisselquist, and Commissioners Michael Boguszewski and <br />6 <br />Peter Strohmeier <br />7 <br />Staff present: City Planner Thomas Paschke; Associate Planner Bryan Lloyd <br />8 <br />3. Review of Minutes <br />9 <br />MOTION <br />10 <br />Member Boguszewski moved, seconded by Member Strohmeier, to approve meeting <br />11 <br />minutes of June 01, 2011 as presented. <br />12 <br />Ayes: 3 <br />13 <br />Nays: 0 <br />14 <br />Motion carried. <br />15 <br />Planning File 11-018 <br />4. <br />16 <br />Request by Tyler Sventek for approval of a VARIANCE to Chapter 1004 (Residential <br />17 <br />Districts) of the City Code to allow a principal structure encroachment into the required <br />18 <br />front yard setback at 1835 Chatsworth Street <br />19 <br />Chair Gisselquist opened the Public Hearing at approximately 5:35 p.m. <br />20 <br />Associate Planner Bryan Lloyd summarized the request of Mr. Sventek to construct a roof to <br />21 <br />shelter the front entry of his home, with the roof structure extending to the front property line; as <br />22 <br />detailed in the Request for Variance Board Action dated August 3, 2011. Mr. Lloyd noted that the <br />23 <br />existing home was constructed in 1884; however, the eastern boundary of the parcel was platted <br />24 <br />in 1952, prior to the establishment of minimum setback requirements in a zoning code. Mr. Lloyd <br />25 <br />advised that, as it currently stands, the house appears to be no more than five feet (5’) from the <br />26 <br />front property line. <br />27 <br />Staff recommended approval of the proposed VARIANCE as detailed in the Request for Variance <br />28 <br />Board Action dated August 3, 2011; with the additional condition as indicated by staff. <br />29 <br />At the request of Chair Gisselquist, Mr. Lloyd clarified that there was fifteen feet (15’) between the <br />30 <br />street and house; pending verification by a surveyor to define the front property line, as <br />31 <br />conditioned by the City Engineer. <br />32 <br />Member Boguszewski commended the patience of the applicant and thanked him for awaiting <br />33 <br />resolution of this situation to proceed in an approved manner. <br />34 <br />Applicant Tyler Sventek <br /> <br />35 <br />Mr. Sventek was present, but had no comment. <br />36 <br />Chair Gisselquist closed the Public Hearing at approximately 5:42 p.m., with no one appearing for <br />37 <br />or against. <br />38 <br />MOTION <br />39 <br />Member Strohmeier moved, seconded by Member Boguszewski, to adopt Variance Board <br />40 <br />Resolution No. 90 entitled, “A Resolution Approving a Variance to Roseville City Code, <br />41 <br />Section 1004 (Residence Districts), at 1835 Chatsworth Street (PF11-018);” allowing for <br />42 <br />construction of a covered front entry that may extend up to the front property line; <br />43 <br />amended as follows: <br />44 <br /> <br /> Add Condition C, as verbally recommended by staff <br />45 <br /> <br />
