The puxpase of the <br />ordinance would be to al�ow the RosEVille Police Officers �o tag vehicles parked in <br />these reservec� s�aces. The HLUnan Rights Comunission began. considering such an oxdin�ce <br />after they reviewed the State Bu31e��z�.b Code Requirement whirh requires al1 new pub�ic <br />bu,ildangs ta provide spaces designated £ar t}� �iandicappea. The Comrr�ssion fe1� that <br />since such spaces were clesignated, it would only b� appropria�e to make it a vzolata.fln <br />for non-handicapped drivers to c?eny the use of the parking spaces for those people who <br />need it. <br />A paten�ial pxablem in enforcing the proposed ordinance is the di££iculty in i�entify- <br />inb vehicles operated by handicap�ed persons. However, the City af Bloorning�on has <br />aaop�ed an ordznance si.mzlar to the one the Ht�an Rights Com�ission is xequesting. <br />Blooming�on has attempted �o solve the en£orcement prob�.em by rec{uira.ng vehicles <br />operated or used for handicap�ed persoxzs to display a id�ntifying Certificate.
