HEAD A�'PROVAL. <br />MGR. REYI£WED/ RECOMMENDS : <br />N�. Cargill is requesting a building pexmit in accordance with the lakeshore zoning pro- <br />vision of the City Code. The Zo� in c{uestions is one of the very few left in Roseville <br />that has shoreline on. Lake Owasso. The 1ot slopes at a constant rate £rom the street to <br />the water�s edge and is for the most part clear of imderbrush and irees. There is a sma11 <br />stand of oak trees Iocated adjacent �o the roacl�ray and another smal.l group of trees located <br />at the water's edge. The owner has indicated that he does not plan to xemove an.y of those <br />trees. The owner h�s also indicated that except for some minor grading between his home <br />and the street, there would be no other grading iaking place on the lot. <br />The odd shape of ihe lot dictates that the house be set closer to the lakeshore than are <br />the two adjacent homes. However, it is still 82 feet back from the high wa�er mark. <br />This ma.tter has been reviewea ar�d approved by the Gity Planner, Howard Dahlgren. <br />The Minor Variance Board at iis meeting of April 19, recanmiended approva2 of Curtzs <br />Cargill's request for minor variance to side yard setback at 31�3 Sandy Hook Drive. <br />A4r. CargiZl proposes to canstruct a home which wi11 extend to within 8 feet of ach side <br />yard prope�ty 1ine. The xequired setback is 10 £eet. <br />Mr. Dahlgren, City Planner, has met with Mr. Cargill several tirr�s during the past months <br />to review his site plan. Mr. Dahlgren feels that by moving tihe home toward the street on <br />the pie shape lo�, better site conditions are created for Mr. Cargill as well as the <br />contiguous property owners. If the home was buzlt with the required 10 foot setbacks it <br />would be Iocated consiclerably f�mther fram the street than the adj acent homes. <br />Attached is a map showing the property in question and also the propexty owners wha have <br />signed statements indicaiing that they are not opposed to ihe vari.ance. <br />Coimcil Action Requested: A�otion (approving) (denying) issuance of a building <br />permit for Mx, Guxtis Cargill at 3145 Sandy Hook Dxive <br />in accordance with the lakeshore zoning ordinance. <br />..
