The <br />HtAnan Rights Corrunission has xeviewed the r�ra£t and at the A4arch Comrniss�on �neeting <br />tuzanimously recammended that �he Council. adapt the Af�irma�.ive Action program. <br />Since receiving the co�rn�nents from the H�.an Rights CorrQnission, the S�aff has <br />reviewed the plan with �he State DeparY.ment oi Htmian Rz.ghts who must certify the <br />final copy in ardex �ox the plan �o meet fedexal and state requirem�ents. The <br />Depart�ent of H�unan Rights s�aff ha.s given tentative appmval o� the Affirmatzve <br />Action Pl.an with final certification coming af�er the plan is a�proved by th� Council. <br />The purpose of an Affirmative Action Program is to: <br />1. Deveiap a personnel prdgram <br />2. �Pxovzde equal opparttmita.es <br />�. Ti�e Plan specifically <br />states that if the City fnakes every good faith e£fart in hxrzng protected c�ass <br />members bufi is w�able to meet its established goals, the City wi�.l not be subject to <br />any sanctions. <br />In 1972, Congress adoptea the Ec�u�l Employ3nent Oppartunity Act which specifically pro� <br />hibits discrimination of protected class mer:�bers. The Act goes further to require any <br />governn�ental agency or private cantractox �,aho receives fecleral money �� ir�plement an <br />Affir�.tive A�tion Policy tio prevent discri.mination zn present emplayees ar applicants <br />for eirEployment. It is the result of this ac'� that Roseville is required to adop� a <br />ti�rritten Affirsnative Actaon Program.
