The City Attorney has reviewed the con�ract anctfound it to be in order. Northwes�.ern Be11 presented the city four alfierna�ive systems for installation i�n th� new city hal.l. After reviewing the alternat�ves it was dec�ded thaC two of them shou�d be given £urther consideration: � I. The existing system with an increase in the numbex o� central affice ].ines an.d individual sta�ions. Additional central �ines are necessary because blocked call studies conducted for the week ending Jar�uary 10, 1975 showed. a total af 92 b�.ocic�d calls and a study conclucted. the week ending Apri1 25, showed. a total of 114 blocked calls. This many blocked calls is unaccept- able. 2. Dimensian System. xhe sys�em is hTorthwestex�n's larest develapment-and has the same featuxes as our e�cisting system plus other small benefits. A£ter reviewing the twa a�ternatives it was deczded to xecorrnnend the dir�ensian system based purely an financial considerations. The exa.sting system w�th i.n.creased capacity wauld cast appraxi.3nately $i,600 per monfih foreve�, or Lmti1 a rate increase were adopted. The dimensian systern is offered in what is called a L-�„o txex contract whzch means that for a period of 36 months the City waulcl.pay approxi�ately $1,860 per month a.n.d that after the 36 months the cost wauld be approximate�y ��,OOfl per month farever, ox untzl a rate increase were adopted.. The total cast of the existing system including installation charges fox the first 6 years would be approxima�ely $1�.7,000 vs a total cost of appraximately.�107,00� fox the dimension system. These estimated. costs do no� pxovide far any xat� increases, however, any �ncrease would apply to bo�h systerr►s. It is reasonable to project that the City �ril1 utilize whichever sys�.em is installed for over 6 years. Thexefore, the dimertszon system is the most economical choice. The Northwestex-n Be11„��presentative indicated �tha� the phone company expects the dimensian system to beAmos� coirmtonly used system wzth�.r� the next two years.
