Case Number: 930-75
November 5, 1975
Pae 7wo
3. 7he app7icant propose5 to mov an existing home from a locatian
at 3714 North Fourth Street in the City of Minneapolis. This
home s e7ng removed due to State Highway Qepartment acquisition
for freway purposes for the ultimate construcion of iniersiate
94 northerly from downtorn Minneapalis to 694 to the narth. The
Chif Code Enforcement Offcer of the Cty of Rosevi7le hs
prepared hs report as required by the Ordinance, a capy of which
is attached. You will note in Paragraph 2 of h1s report, that
he indicates the need to repace he elecrical sysem; heating
plant, pluming syste, replace the exterior windaws ad gutters,
etc. The dkelling is obviously in the vicinity of 50 years old
and comes rom a neihborood likely older ihan that. 7e ome
has alumnum siding and a firelace. In iew of the extensive
efort and investment needed to move the home and bring it up
Code as pointed out by the Buiding Inspector, one wonders at
the economc viability of moving such a hoe to a good uality
residential lot as is proposed in this case.
4. The applicant proposes ta move the home to 3048 Fairview Avenue.
7his lot locaed on the attached sketch has 100 feet of frontage
with a depth of 2fi5.6 feet producing an area of 23,087 square
feet_ The development around the lot is entirely single aily
with the homes on Fairvew being somewhat older and smaller in
sca7e in geeral than the newer larger, very fine housing tat
exists an Wheeer Stret to the east. 7he lot prnposed to be
built on is an excellent lot, generally ievel and with an elevation
slightly above that of Fairview Rvenue.
5_ You w7i note from the Ordinance regulaing the moveent of homes,
he requirement to achieve a 50 appraval of owners af lats within
250 feet. The lots or rhich such approval has been cbtained from
the applicant are ndicated with an "x" on the skeich.
b. ihe qUestion here, is one of a value judgement as to wether or
ot the home in question is appropriaie in character and scale or
the neighborhood to which it is to be moved. It would obviously
be most advantageous for membrs of the Planning Commission and
Council to see tne home oroposed to be moved and view the lot
and environs where it is proposed to be moved o.. Yhe home to be
roved i s 1 ocated a few bl ocks north o Lobvey A.venue, sl i ghtly
west of UJashington Avenue in North Minneapolis. In order to
assist those who may be unab7e to view the house and property in
quesiion, we have taken slides of the subject's residence and the
homes in the immediate neighborhood of the proposed location.
ihese slides wi71 be presented a-t the Planning Commission hearing
for your consideration.
