The <br />Act goes fuxthex -to xequire any governmental agency or przvate contractor tirha receives f�deral <br />money to implemen� an affirma'��ve action po�icy to prevent discr�in.ation against presen� <br />employees or applicants for errcployment. <br />In arder to comply w�.th the fdderal ].aws, as a government ag�ncy, Rosevi7.le is required to <br />adopt a w�i.tten affa.rmative action progx-am. . <br />Attached is a draft af a proposed Aff�.rm.a-tive Actian Policy for the Ci�y. � <br />The purpase of an a�firmative action pr4grara is to: <br />�. Develap a personn.el program free of ar-Czfica.al barxiers to employment. <br />2. Provide equai opport�ities to all persans. <br />3. Atte�r►pt, wh�re f�asible, ta remeciy �as� e�zipiaymen.t inequities. <br />In general,th� �program ca�ls for a reva7.uation of the exist�ng methac�s, habits anc� pro- <br />cedures throughotit Roseville's employment process, Speci£ica�ly the program includes <br />statements on instxuction, retention, terrnination and contrac'ts let by the city. The p�an <br />aJ.so includes a statement on the deve�opment of goals fox hira_ng of pro�ected class menbers <br />by the City. These gaa�s are no-� qua�as which must be �t►e� annuaily, but serve as g��ide- <br />1i- s for fu�ure h�ri�g during each 5 year period. The p1an specifically states tliat if the <br />Ci_, makes every.goad faith effor� in hirang protected c�ass memUers but is unable �o mee� <br />its establis�ed goals, the C�ty wi.7.l not �e subject �o any sanction,s. <br />Af�er adoption by the City Co�cil the proa arr► mus� be approved by the Aiinr�esota Depa�tment <br />of Hiunan Righfs .
