At that time, several special condi.tiorzs were ateached to the permi,t, �.nc�uding grovisions for placing the smaller wooder� gole lines a.l.ong Cout�.�y Road C �nderground. NSP and the City staff reviewed this cox�ditian and ie was �he feeling of both parties thae a greater 6enefi.t could be obtained by changing the area oi �snderground work from County Road C to Haml.ine Avenue between Coun�y Road C and Roselawn. This exchange o� axea uras presented to Che Gounci.� on January 2L, I974 and was approved, bat th� 197G- completion date established was impossible for NSP to camplete. Inasmuch as the amend- menC carri.ed the requirement;- that NSP tnust agree ia writing to the change within 6d days, and their funding did nat provide monies for doing the work that fast, �his acnend- ment became nuli and void.
