REVIEWEO/RECQMMENDS:
It is anticipated that ire Station No. 3 wi.lX be completed for occupancy in
approxim.tely 30 days. In preparing the I97b budget it was anticip ated that
15 acditional firefighter-positions be authori.zed or the Fire Depaxtment. The
Fire DepariVment is a15o pxoposing changes in its organizatzanal structuxe,
which requires cha.nges in is saff designations and increasi.ng the ntber of
officers by two pasitions. The oregoing clanges require amendments to tihe Gity
Cade as follows:
1. That the maxuTCUm ner of authorized. firefighters be increased
fram 60 to 75.
2. Tha one pasition of "Deputy Chief' be eliminaed and three
positions of "Distxct Chie£s" be authorized. Dzstrict [iefs
would have primaxy xesponsiblity for each fire station (building,
equipment ancl.personnel). This would provide a net increase af
twa offi.csxs in aciditian ta the 15 firefzghters. These officers
are eected by the Fixe DepartrrEent and approved by the CaunciZ as
in the case £or the Chie£ and Deputy Ch.ie£.
One other change to he Fix Deparfixnent Code is being proposed. It is a
"housekeepng" amencUrent whach corxects an apparent omisslon. Section 232.I00
of the Code prov3des that airighter may be dismissed from the depar'tnent
xf such person does not meet the required drzll and £ixt ca11 requirements.
Under the pravisaon relatin to fixe call renuirertenrs, exceptions axe made
for legitimate reason.s (leaves of absence, sickn.ess, disab.ity and vacation
tine) . Under the prorrision re].a'ting to fire dri11 requireaens no such
exceptions were made. It is only Iagical that the se "excepians" apply
to.both requirements. Therefore, it is proposed. that "leaves af ahsence,
sicless, disability and vaca'ion time" be made exceptions to the dril.7. renuire-
ments.
Aczan Reuested: Motion instructing the City Atorney
ta prepare an ordinance amending the City
Code xelatxng to the Fire Department.
