<br />WHEREAS, the Roseville City Council made the following findings: <br /> <br />1. The location of the house on the property creates practical difficulty and is a <br />hardship. <br /> <br />2. Because of the nonconforming status of the structure, any addition(s) which would <br />expand the exterior dimensions of the structure would not be allowed. This <br />presents practical difficulty in upgrading and improving the existing residential <br />property. The addition will provide additional living space on the first floor (family <br />room and bathroom) and an open deck accessed from the second floor. The <br />exterior of the addition will be stucco to match the existing dwelling. The proposed <br />addition will not change the drainage pattern on the property, nor will it divert on to <br />adjacent properties. <br /> <br />3. This corner lot exceeds all other standards within the Zoning Code for a residential <br />lot in an R-1 zoning district. <br /> <br />4. The proposed 18 x 21' addition to the house on this property will be on the west side <br />of the house and will not encroach into established building lines along either Burke <br />Avenue W (north side of house) or Hamline Avenue W (east side of house). <br /> <br />5. The proposed variance is in harmony with the general purpose and intent of the <br />City's Comprehensive Plan and Title 10 of the City Code (Zoning). <br /> <br />6. The variance, if granted, will not adversely affect the public health, safety, or general <br />welfare. <br /> <br />NOW THEREFORE BE IT RESOLVED by the City Council (the "Council") of the City <br />of Roseville, Minnesota (the "City"), Ramsey County, Minnesota, that a variance to reduce <br />the front yard setback along Burke Avenue W to 11 feet for the purpose of constructing an <br />addition to a nonconforming single family residential structure at 2125 Hamline Avenue N <br />be approved subject to the following conditions: <br /> <br />1. The driveways on the property must be hard surfaced by October 1997. The width <br />of the curbcut on Burke Avenue W must be narrowed to 12 feet, with a maximum <br />width of ten feet at the property line. The west driveway shall be no more than ten <br />feet in width. <br /> <br />2. A board on board screening fence must be installed along the western edge of the <br />property by October 1997, in accordance with the plan submitted by the applicant <br />and approved by the City Council. <br /> <br />3. Planting must be placed along the western edge of the property and along Burke <br />Avenue W by October 1997, in accordance with the planting plan submitted by the <br />applicant and approved by the City Council. <br /> <br />Resolution 9416 - Page 2 of 3 <br />
