The City of Roseville would give up juriadictiion on County Road B-2 berween SneJ�ling Avenue and C1eveland Avenue. In exchange, Ramsey County woul.d give up jurisdictian tn the City on Cleveland Avenue frvm County Road C to Fei� r�,view Aveaue. Bath these roadways are approximately the same length, but are serving tiwo dit-. ferent purpases. � - Cleve�and Avenue since the coxistructio� r�f Int�rstate 35W, no l.onger will serve as a ma�ar car�ier oE north-south txa�fic, as was originally planned beiore tl�e-freeway. It provides more of the �unction o� a typical access �oad to abutting property, whzch in this case would only be on the east sida of Cleveland. xt is aLso deficient in regard to stor�n drainage and in some cases, rfladway design. These improvements would i�ot be possible for maz�y, many years, if the roadway were to remain und�r the CounCy jurisdicCion, because af its lower priority. County Road B-2, on the other �and, is a City road; �ut serves to carry substantia3, traftfi.c, particularly to.Rosedale Shopping Center and is under the jurisdiction of Ramsey Cot�nty everywhere else in Roseville. . ' County Road B=2 xs currently on the MSA system. Preliminary review by the MHD ittdicates that if the exchange i.s accompli.shed, that Gleveland Avenue would replace Caunty Road B-2 as part of this MSA ststem.: The County, m�anwhile, would be givi.ng up a County_State Aid High�aaq aitd have been assured that B�2 cauJ.d take iCs place on the�=Eoun�y:State Aid Sysrew. . ' - The exchange_of the�e roadway �uxisdictions would seem to be more in keepi,�g with the proper.linkage of facilit9.es. and-praviding levels of service within each of the gavernmental agencies:. Tt wouZd a�lso e�able the public to have a'better oppoxtu��ty to have £acikities which meet the actaal needs of the area. - The County engineexing staff has indicated that this matter will be coming up a� the next meeting of the Ramsey Countq Board of Commissioners on September 22, 1975. The staff has also indicated that the adopC3an of;�a Ci�y resoluti.on of intent to approve the exchange af right of way would be mast usefulin�culminating this exchange of jurisdi.cti.on on �he two roads. . RECOMMENDED ACTION; Approvat o� a resolution agreei.ng to the exchange a� roadway jurfsdiction w�th the County Road Commission where6y Roseville wonld revoke jurisdic�ion of Cotxntq Road B-2 (M.S.A. 218 and 219) from Snelling Avenue (T.A,51} to Cl.eveland Avenua (County State Aid Highway 46). It is aiso requested that the Ramsey County Soard of Commissiotters revoke jurisdiction for(Countq State Aid Highway 46) Cleve�and Avenu� from Fairview Avenue. (County State Highway 48) to County Raad C, {Coun�y State Aid Highway 23) subject to appraval by the Commi.ssioner of Highways of the S�are of Minnesata.
