Organizational City Council Minutes - 1/5/04
Page 17

committee Chairpersons meet at a publicly noticed
meeting on a monthly or quarterly basis, and encouraged
Councilmembers to attend one of those meetings.

There was no formal action.

H. Update on Citizen Advisory Commission Term
Expirations and Eligibility for Reappointment;
Authorization for, Staff to Advertise for Citizen
Volunteers for Various Commission Openings
City Manager Beets reviewed the staff report dated
January 5, 2004 related to advisory commission term
expirations and the appointment/reappointment process to
be followed. Mr. Beets noted that with the terms expiring
on March 31, 2004, all were eligible for reappointment.
Mr. Beets noted that staff was seeking further Council
direction under the policy set out regarding advisory
commission appointments in Resolution No. 9372, dated
January 27, 1997, and whether written comment from
committee chairpersons, as well as attendance records of
appointees prior to reappointment, was required.

Councilmember Schroeder recalled a previous 3/2 Council
vote requiring all appointees to reapply, which replaced
and overruled Resolution No. 9372. Councilmember
Schroeder opined that the new policy would replace the
previous resolution, with its purpose to eliminate potential
long-term service on conunittees, allowing
Councilmembers to re-evaluate applicants through the
reapplication process.

Councilmember Maschka opined his preference for
returning to the policy established in Resolution No. 9372;
noting that committees experienced substantial turnover
naturally, and this policy would ensure experience and
continuity on commissions. Councilmember Maschka
recommended making minor revisions to Resolution No.
9372, rather than other options.

Mayor Klausing opined his preference for appointees to
continue their service to the City's advisory commissions

Update on Citizen
Advisory
Commission Term
Expirations and
Eligibility for
Reappointment;
Authorization for
Staff to Advertise
for Citizen
Volunteers for
Various
Commission
Openings
