RESOLUTION

In November, 2003, a sitting Roseville City Council member was elected
Mayor of Roseville.

When the Council member assumed the office of Mayor in January, 2004, a
vacancy opened on the City Council.

The City Council has decided to hold a special election to fill the vacancy.
The format of that election has not been finally determined, but a decision
needs to be made as soon as possible.

Current Minnesota law does not allow statutory cities to use alternative
voting methods in their local elections. Because the burden and expense of
local elections falls mainly upon the locality, the locality should have the
authority to determine what voting method should be used.

RESOLVED:

That the City of Roseville is giving serious consideration to the benefits of
using Instant Runoff Voting in this Special Election; that Instant Runoff
Voting could provide an economical and efficient process to assure a
majority winner in this Special Election; and that the City Council requests
that the Minnesota State Legislature amend its statutes as soon as possible
to allow Roseville or any city to choose Instant Runoff Voting or other
alternative voting methods for its local elections.
