RESOLUTIQN OPPOSING SF 939 <br />WHEREAS, the depressed cond�tion o� the housing <br />�ndus�ry is more of a national �roblem than a local and <br />regional problem, and attempting to dea� with such a <br />national problem on a Ioca� scale would add con�usion to <br />an already confused situati.on; and, <br />�YHEREAS, it has been charged bu� unsu�stant�ated <br />that minimum lot and house size and other var�ous local <br />regulations are the major cause of h�gh cost housing and <br />szn�l_ing out local regulations w�tho�t regard to other <br />more important factors in the cost o� housing is ques�tion- <br />able �n itself;.and, <br />�HEREAS, S.F. 939 attempts �o solve the high <br />�ous_ing cost,problem by unfairly and inc.or�ecily singling <br />out �ocal government regulations as the major factor. <br />BE IT RESOLVED that the Executive Comrnittee o� <br />the Association o� �4etropalitan Miinicipalzties opposes the <br />passage o� SF 939 �or the reasons enumerated and supports, <br />ins�ead, the �ollotiving recommendation contazned i_n the <br />Development Framework Chapter of the Metropolztan Develop-- <br />m�n� Gui.de : <br />"The S-�ate Legislature should charge �he <br />Metropolitan Council to convene the <br />Association of Metrop:olitan Murzicipalities, <br />the Minnesota Housing Ins�i.t;u�e and other <br />concerned groups,as necessary, in an exam-- <br />ination and revi.ew o� the effects of govern- <br />mental regu�ata.ons, taxes, financing and <br />industry practices an the cost of housing <br />in the nnetropolitan area. The Council <br />should be charged with recommending legis-- <br />lation to solve any problems that are <br />identi.�ied in the study." . <br />ADOPTED MARCH 25, �975. <br />
