Fie is leaving <br />Mid�lest because of a desire to reduce his worklo�d and administra.tive responsibiJ.ities <br />which will enable him to give more individ�zal artention to each o� his clients. <br />Attached is a letrer fram David Licht, new presiden� of hlidw�st Plannin�, indicat�ng <br />thaf. a�th.ough thEy would desire to continu� to serve Roseville, that they recognize . <br />the commatfi.men� on the part of the community to Howard based up�n hi.s quality of <br />performance and tenure and as such tiaould not object to RoseviZle continuing to retain <br />him on an individual basis. <br />Attached, for the coun�il�'s review, is a proposed contract which has baen�su�mitted <br />by Mx-. Dahlgren. The contract has been reviewed by the City Attorney and found io <br />be in order. <br />The provisions of the proposed contrac� are the same as the co�txact with Midwest <br />Planning except for the following: <br />1. Mr. Dahlgren agrees to attend four evening meetings per ye�r {in addition <br />to one Planning Commzssion meeting per month} as the �ity may xeques� wi.th <br />fihe Planning Commission, Counci2, or other groups. Attendance at these meetings <br />wouZd be paid far by the monthly retainer, linder the Nzdwest Contrac� attendance <br />at these meetings tvould be at an extra cha�ge. <br />2. �Ir. Dahlgren agrees to extend his weelcly o£�ice haurs at the City I-Iall into <br />the afternoon if necessary ta accommodate the appoi.ntments, The contract with <br />Midwest does itat include this proviszon. During the past several months there <br />have been very fei� occasions when the appointments exter.ded into t�e afternoon. <br />However, when the economy zmproves and constructzon again opens up there wiJ.1 <br />undoub�edly be more frequent occasions when the number of people wi�1 xequire <br />office hours into the afternoon. <br />The pro�osed contract provid�s for the same $15Ca per month retainer as the contract <br />with blidwest. <br />it is the stafrf's recammendation that the services of 1�Ir. Dahlgxen be retained. If <br />the Counc�l decides to refiain �ir. Dahlgren the to.�lowin� motion is suggested, <br />Nlotion authorizing the Mayor and Czty Manaoer �o sign contract tivith Howard <br />Dahlgren and Associates for professional planning services. <br />If the Council decides to continue to retain Midwest Plannzng $ Reseaxch the starf <br />should be instructed to negotiate a new agreement. <br />
