<br />City Council Study Session Minutes- 01/12/04 <br />Page 17 <br /> <br />alternative voting methods for the future, but spoke against <br />using the process for the Special Election; opining the slim <br />probability of getting the bill passed and signed, given it's <br />low priority on the legislative agenda. <br /> <br />Mr. Kysylyczyn reiterated his support of the process for <br />future Special Elections in Roseville, reviewing his previous <br />statistical research on the ineffectiveness of Primary <br />Elections; and encouraged the City Council to modify the <br />resolution for future implementation, not current use. <br /> <br />Bruce Kennedy, 1416 Skillman Avenue W <br />Mr. Kennedy opined his optimism in seeing the legislation <br />passed; noting that the bill had already been introduced in <br />the House; and the co-author of the bill had asked the City <br />for their support via the resolution to fast-track the bill. Mr. <br />Kennedy noted that there would be no effort on the part of <br />the Councilor staff beyond adopting the resolution, with <br />Mr. Kennedy committing to personally visit with as many <br />legislators as possible to gain their support. <br /> <br />Maschka moved, Klausing seconded adoption of Resolution <br />No. 10184 "A Resolution Supporting Alternative Voting <br />Methods in Local Elections" <br /> <br />Council member Kough spoke in support of the resolution. <br /> <br />Mayor Klausing spoke in support of the motion, anticipating <br />additional information for the public through the legislative <br />hearing process. <br /> <br />Mr. Kennedy advised that he would attempt to keep the <br />Council and staff informed of the meetings related to this <br />special legislation for public information. <br /> <br />Mayor Klausing noted that tonight's action was supporting a <br />resolution making the process available; and that use of <br />Instant Runoff Voting for the upcoming Special Election <br />was a different discussion for the future, pending the <br />outcome of the legislation. <br />
