Councilmember Kough spoke III support of additional licenses. Councilmember Maschka spoke in support of additional on- sale licenses; but opined the sufficiency of off-sale licenses. Mayor Klausing concurred with Councilmember Maschka's comments. Kough moved, Maschka seconded, directing staff to seek assistance from the City's legislative delegation to pursue legislation for state issuance of an additional five (5) on-sale liquor licenses for the City of Roseville. Roll Call Ayes: Schroeder, Maschka, Kough and Klausing. Nays: None. F. Transportation Utility Assistant Public Works Director Deb Bloom provided, for Council information purposes, the introduction of legislation during the 2004 session by the City Engineers' Association, the Minnesota Public Works Association and the League of Minnesota Cities to enable cities to establish a "Transportation Utility." Ms. Bloom advised that the use of the fees would be calculated based on the amount of traffic generated, and would be dedicated to support road and bridge maintenance construction and maintenance. Ms. Bloom further noted that the legislation was prompted by decreasing State Aid funds due to expansion of outer-ring suburbs, with 180 cities currently state aid recipients in state right now, and the resulting and formulae for calculating the State Aid funding.
