REVIEWED/ RECOMMENDS: <br />At the April 28, Council mee�ing, action was raken to establish a Council Work Session <br />for 7:00 P.M., May 5, to discuss possible improvements to the Animal Control Program. <br />Changes discussed rela�ed to the enforcement program and to provisions of the animal <br />control ordinance. <br />Council direction was given to the Manager to work closely with B� E Patrol Service <br />to improve the effectiveness of their enfoxcement efforts. Also, direction was given <br />to publicize the extent of the animai problem, how citizens can assist, requirements <br />of the animal control ordinance and the scope of the enforcement program. <br />The Counczl also directed that the present ordznance be �amended (see attached) to <br />provide the following changes: <br />1. Rec{uire a leash for all dogs except on the owner's premises and while in the <br />presence of the owner or other persons of suitable age. <br />2. Increase 3.icense fee from $5 to $7. <br />3. Instituting a biennial rabies certification pragram. <br />4. Presentation of Rabies Vaccination at time of initi.al licensing. <br />5. <br />6. <br />7. <br />8. <br />9. <br />Increase duplicate license fee from $.50 to $I.00. <br />Records to be kep� in the office of licensing. <br />Delete requirement of impounding only after Ap�il 1. <br />Increase impounding fees from $5.00 to $1d.00 and board charge from $2.00 ta $3.00. <br />Permissible return of unrestrained dogs. (Attorney advised that the wording be <br />"may" and not "sha11" in regards to issuing of tags. <br />10. New sections concerning ownex responsi.bility for cleanup. <br />lI. New section concerning owner obli.gations for proper caxe. <br />Aftex discusszng the proposal with the Attorney he advised �s that the sections <br />"proceedings for destruction of certain dogs" and "Summary destruction of certain <br />dogs" were unnecessaxy and could be handled more effectively without being <br />specifically included in the oxdinance. <br />Council A�tion Requested: Motion to approve an ordinance amending the ordinance <br />providing for the regulation of dogs and cats. <br />
