<br />Regular City Council Meeting - 01/26/04 <br />Page 32 <br /> <br />allowing the new Councilmember to gam experIence m the <br />decision-making process. <br /> <br />City Manager Beets noted that, even after the process was <br />concluded, the outcome was set for Council-approved goals, <br />policy, priorities to establish the first draft of the budget, with <br />discussions in July through December deliberating whether that <br />draft budget captured those goals, policies and priorities. <br /> <br />Councilmember Kough noted that Council candidates could <br />attend any or all of the meetings. <br /> <br />Mayor Klausing concurred with Councilmember Kough's <br />observation. <br /> <br />Councilmember Schroeder reiterated his concerns that even if the <br />candidate attended the meetings, their perspective would not be <br />the same as that of a Councilmember. <br /> <br />Maschka moved, Kough seconded, establishing Saturday, <br />February 7, 2004, from 9:00 a.m. to 12:00 noon for a Special <br />Council Work Session designated for the purpose of a Phase I <br />Joint Council meeting with City Citizen Advisory Commission <br />Chairs and City Department Heads, to be held at the Harriet <br />Alexander Nature Center, 2520 North Dale Street. <br /> <br />John Kysylyczyn, 3083 Victoria Street N <br />Mr. Kysylyczyn congratulated Councilmembers on moving <br />forward on his previous suggestion; with Town Hall meetings <br />divided by neighborhoods, similar to the City of New Brighton. <br />Mr. Kysylyczyn noted that, in the past, both Councilmembers <br />Maschka and Klausing had spoken against the process and <br />rejected its proposed format in 2001 or 2002, opining the <br />apparent hypocrisy of their actions. Mr. Kysylyczyn noted that <br />both Councilmembers had expressed opposition to being <br />involved in the budget process, labeling such involvement as <br />"micromanagement." <br /> <br />Mr. Kysylyczyn opined that this was blatant advertisement and <br />promotion for the upcoming Special Election, and sought to alert <br />the public to his allegations. <br />
