<br />Regular City Council Meeting - 02/23/04 <br />Page 11 <br /> <br />Councilmember Ihlan opined that it would be helpful to the City <br />Council if the Planning Commission, or staff, could provide <br />more consultation or medication in cases such as this, prior to <br />their arrival at the Council level. <br /> <br />Councilmember Schroeder spoke in support of the variance <br />request, noting that staff had provided a thorough analysis and <br />there was insufficient evidence for denial of the request. <br /> <br />8.1 <br />Schroeder moved, Maschka seconded, adopt of Resolution No. <br />10205 entitled, "A Resolution Approving a Variance to Section <br />1004.02D4 of the Roseville City Code for Kara Rose, 998 <br />Brooks Avenue (PF 3536)." <br /> <br />Roll Call <br />Ayes: Ihlan, Schroeder, Maschka, and Klausing. <br />Nays: Kough. <br /> <br />6. <br /> <br />Hear a Presentation and Discuss an Ordinance Requiring <br />Disclosure of Contributions of More than $100 in City <br />Election Campaigns <br />Councilmember Ihlan introduced the discussion of a proposed <br />ordinance requiring public disclosure of contributions of more <br />than $100 in City Election campaigns, seeking Council <br />consideration and interest in further pursuit of such an ordinance. <br /> <br />Councilmember Ihlan had invited and introduced Professor <br />David Schultz of the Hamlin University Graduate School of <br />Public Administration and Management; for his expertise in <br />State Constitutional and Election Law. <br /> <br />Professor David Schultz, Hamline University <br />Professor Schultz briefly reviewed the broader public's right to <br />know versus privacy concen1S for donors; and policy issues <br />related to disclosure and U. S. Supreme Court case law related to <br />disclosure. <br /> <br />Items presented and discussed included the reasonable protection <br />provided by the recommended $100.00 contribution cap; <br /> <br />Hear a <br />Presentation and <br />Discuss an <br />Ordinance <br />Requiring <br />Disclosure of <br />Contributions of <br />More than $100 in <br />City Election <br />Campaigns <br />
