<br />Regular City Council Meeting - 02/23/04 <br />Page 14 <br /> <br />pursue the issue; and 2) if affirmative, what shape, enforcement, <br />and related information needed to be determined at a later date <br />when a draft ordinance was before the City Council for <br />consideration, at which time public comment could be received. <br /> <br />Ihlan moved, Maschka seconded, directing the City Attorney to <br />do preliminary research on the feasibility of the City of Roseville <br />enacting an ordinance to have local candidates publicly disclose <br />any campaign contributions in excess of $1 00.00. <br /> <br />Councilmember Schroeder reiterated his opposition to directing <br />the City Attorney to spend time and taxpayer money on this <br />issue; questioning whether something was wrong or illegal with <br />current contribution disclosure according to state statute. <br /> <br />Mayor Klausing noted that there would be no additional billing <br />time from the City Attorney's office, as it was part of their <br />retainer. <br /> <br />City Attorney Anderson concurred with Mayor Klausing's <br />statement. <br /> <br />Mayor Klausing spoke in support of further pursuit to determine <br />if there was something that could be improved upon in the local <br />election campaigning; opining he was confident that there was <br />no corruption; but favored making the process more transparent. <br /> <br />John Kysylyczyn, 3083 Victoria Street N <br />Mr. Kysylyczyn disagreed with assertions that the City <br />Attorney's time was free, opining that administrative staff would <br />be involved and their time was not free. Mr. Kysylyczyn further <br />opined that this idea was poorly thought-out and researched by <br />Councilmember Ihlan. Mr. Kysylyczyn noted that during his <br />tenure as Mayor, he had brought forward a clean election <br />proposal with spending limits; and that the Roseville Concerned <br />Citizens had also brought forward several proposals in the past, <br />and identified the lack of support from Mayor Klausing and <br />Councilmember Maschka at that time. <br /> <br />Mr. Kysylyczyn concluded by opining that the public was <br />concerned about alleged reward or granting favors through <br />
