Firefighter and resident safety: department providing <br /> inconsistent and unpredictable levels of serVice <br /> during daytime hours due to lack of staffing <br />3. Misconceptions about the cost and benefits of EMS <br /> and quality of service being provided by Allina <br />4. Increase demand for public safety services due to <br /> aging population <br />5. Need to address pay and other incentives to retain <br /> firefighters and reduce cost of turnover <br /> <br />Community Development Director Dennis Welsch noted <br />that when approached by developers or interested major <br />retailers, one of their concerns is the quality and response <br />
