<br />Regular City Council Meeting - 03/29/04 <br />Minutes - Page 2 <br /> <br />Public Comment Public Comment <br />Mayor Klausing called for public comment by members of the <br />audience on any non-agenda items. <br /> <br />A. John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn requested that, if possible, when agenda <br />items were removed prior to a meeting, but after the agenda <br />was posted, staff attempt to notify the public via the <br />Website. <br /> <br />Mr. Kysylyczyn presented two formal letters of complaint to <br />the City Council as bench handouts related to the City's <br />Pathway Committee. <br /> <br />In the first written complaint, Mr. Kysylyczyn opined that <br />an unidentified representative of thePatb\YaY$CQ1l1l11itt~~ <br />had ethically misrepresented the City in their role as a <br />public official through use of rude and foul language at <br />recent public meetings; and requested that the Council <br />consider setting a city-wide policy to address behavior at <br />public meetings. <br /> <br />In the second written complaint, Mr. Kysylyczyn questioned <br />the continuation of the Pathways Committee in general, <br />specifically as it related violation of Resolution 9372; noting <br />that, while the Committee met annually at a minimum, <br />members I) had served for ten years without reappointment; <br />2) had exceeded standard term limits; 3) and there was no <br />opportunity for other interested citizens to serve, given the <br />structure of the Committee. Mr. Kysylyczyn requested that <br />the Council review the need for this committee; and if it <br />were not disbanded, that applications be sought and <br />advertised to bring it into compliance with City policy and <br />past practice. <br /> <br />Mayor Klausing sought clarification from City Manager <br />Beets on the process used to address written complaints. <br /> <br />City Manager Beets advised that complaints regarding staff <br />were submitted to the City Manager; and complaints <br />regarding the City Manager and/or Commission issues <br />
