Regular City Council Meeting - 03/29/04 Minutes - Page 2 Public Comment Public Comment Mayor Klausing called for public comment by members of the audience on any non-agenda items. A. John Kysylyczyn, 3083 N Victoria Street Mr. Kysylyczyn requested that, if possible, when agenda items were removed prior to a meeting, but after the agenda was posted, staff attempt to notify the public via the Website. Mr. Kysylyczyn presented two formal letters of complaint to the City Council as bench handouts related to the City's Pathway Committee. In the first written complaint, Mr. Kysylyczyn opined that an unidentified representative of thePatb\YaY$CQ1l1l11itt~~ had ethically misrepresented the City in their role as a public official through use of rude and foul language at recent public meetings; and requested that the Council consider setting a city-wide policy to address behavior at public meetings. In the second written complaint, Mr. Kysylyczyn questioned the continuation of the Pathways Committee in general, specifically as it related violation of Resolution 9372; noting that, while the Committee met annually at a minimum, members I) had served for ten years without reappointment; 2) had exceeded standard term limits; 3) and there was no opportunity for other interested citizens to serve, given the structure of the Committee. Mr. Kysylyczyn requested that the Council review the need for this committee; and if it were not disbanded, that applications be sought and advertised to bring it into compliance with City policy and past practice. Mayor Klausing sought clarification from City Manager Beets on the process used to address written complaints. City Manager Beets advised that complaints regarding staff were submitted to the City Manager; and complaints regarding the City Manager and/or Commission issues
