<br />Regular City Council Meeting - 03/08104 <br />Minutes - Page 7 <br /> <br />Councilmember Maschka concurred; noting that since Mr. <br />Regan, the applicant, was the second largest property <br />owner in the area, he was a vital part of the development <br />process; and opined his willingness to make an exception <br />for this appointment. <br /> <br />Councilmember Ihlan requested that, if the Council chose <br />to accept this applicant, Mr. Regan be requested to <br />complete the application and be treated similarly to other <br />applicants to the panel. <br /> <br />Mayor Klausing recognized the concerns of <br />Councilmember Ihlan; and the rationale of <br />Councilmember Maschka regarding this appointment; <br />concurring with the request that an application be <br />completed by Mr. Regan. <br /> <br />Councilmembers concurred. <br /> <br />Maschka moved, Klausing seconded, appointment of <br />Sean, as a Twin Lakes business/property owner member of <br />the Twin Lakes Stakeholder Advisory Panel; subject to his <br />submission of an application including an explanation for <br />his missing the application deadline. <br /> <br />Councilmember Ihlan, in an effort to maintain procedural <br />fairness, noted that Mr. Regan had been attending the <br />Stakeholder meetings; encouraged others to attend as well; <br />and spoke against the motion due to the process adherence <br />not being followed for this appointment. <br /> <br />Roll Call <br />Ayes: Kough, Maschka, Schroeder and Klausing. <br />Nays: Ihlan. <br /> <br />3.c. <br /> <br />Approve Election Judges for April Special Election <br />Councilmember Kough noted that he would be abstaining <br />from the vote, as his wife served the City as an election <br />judge. <br /> <br />Approve Election <br />Judges for April <br />Special Election <br />
