Motion Approving City Council Proclamation Motion Approving Designating March of 2004 as Women's History Month City Council City Manager Neal Beets noted that the federal Proclamation goven1ment had declared the week of March 8, 2004 as Designating March National Women's History Month with the theme of of 2004 as Women's "Women Inspiring Hope and Possibility;" noting the fine History Month example as witnessed and represented by the City's Police Chief Carol Sletner; and recommended approval of the City Proclamation. Kough moved, Maschka seconded, declaring March 2004 to be Women's History Month in the City of Roseville. Roll Call Ayes: Ihlan, Kough, Maschka, Schroeder and Klausing. Nays: None. In an unrelated note, Councilmember Schroeder noted that he had been provided the contact phone number for the North Suburban Cable Commission by the City's cable technician, Brian Olson; and encouraged residents to seek additional information regarding the Scholarship program at 651-792-7500. 5. Consider Award of 2004 Refunding Bonds Finance Director Chris Miller and Ms. Terry Heton of Springstead Advisors presented a Bench Handout outlining a summary of the eleven (11) bids received earlier today for the $1,760,000 General Obligation Improvement Refunding Bonds, Series 2004A. Resolution 10208 Consider Award of 2004 Refunding Bonds Ms. Heton noted the tremendous response received by the City from the market place; and recommended the low bid of $2.3980% from Piper Jaffray & Co., Inc.; noting that her firms's estimated rate had been 2.54%.
