Motion Approving City Council Proclamation Motion Approving <br />Designating March of 2004 as Women's History Month City Council <br />City Manager Neal Beets noted that the federal Proclamation <br />goven1ment had declared the week of March 8, 2004 as Designating March <br />National Women's History Month with the theme of of 2004 as Women's <br />"Women Inspiring Hope and Possibility;" noting the fine History Month <br />example as witnessed and represented by the City's Police <br />Chief Carol Sletner; and recommended approval of the <br />City Proclamation. <br /> <br />Kough moved, Maschka seconded, declaring March 2004 <br />to be Women's History Month in the City of Roseville. <br /> <br />Roll Call <br />Ayes: Ihlan, Kough, Maschka, Schroeder and Klausing. <br />Nays: None. <br /> <br />In an unrelated note, Councilmember Schroeder noted that <br />he had been provided the contact phone number for the <br />North Suburban Cable Commission by the City's cable <br />technician, Brian Olson; and encouraged residents to seek <br />additional information regarding the Scholarship program <br />at 651-792-7500. <br /> <br />5. <br /> <br />Consider Award of 2004 Refunding Bonds <br />Finance Director Chris Miller and Ms. Terry Heton of <br />Springstead Advisors presented a Bench Handout outlining a <br />summary of the eleven (11) bids received earlier today for the <br />$1,760,000 General Obligation Improvement Refunding Bonds, <br />Series 2004A. <br /> <br />Resolution 10208 <br />Consider Award of <br />2004 Refunding <br />Bonds <br /> <br />Ms. Heton noted the tremendous response received by the City <br />from the market place; and recommended the low bid of <br />$2.3980% from Piper Jaffray & Co., Inc.; noting that her firms's <br />estimated rate had been 2.54%.
