City Council Study Session - 03/15/04 <br />Minutes -Page 5 <br />Councilmembers and presenters discussed a timeline for action; <br />with staff anticipating that a Resolution would be brought <br />forward at the March 29, 2004 regular Council meeting. If the <br />contract were approved, then September 30, 2004 becomes a key <br />date for the City and the Redeveloper. <br />Councilmember Ihlan asked for modified terms regarding <br />paragraphs 16 and 14, providing more balance between the City <br />and Rottlund. <br />General discussion among Councilmembers and participants <br />included the complexity of the redevelopment area and process; <br />the exposure for the City and the developer during the process <br />and the exclusivity of the proposed contract; termination <br />provisions being parallel for the City and developer; <br />development chaos and speculation relative to property values <br />and availability creating additional project increases; and policy <br />perspectives. <br />It was the consensus of Councilmembers to direct staff to bring <br />the item back for discussion and consideration at the March 29, <br />2004 regular Council meeting. <br />Mayor Klausing announced that no public comment would be <br />heard tonight, but would be heard prior to the Council voting on <br />the issues; and encouraged the public to contact Councilmembers <br />and/or staff in the interim. <br />Mayor Klausing and Councilmembers thanked participants for <br />their participation. <br />No action taken. <br />7. Hear a Report About a B-2 Pathway Project <br />Public Works Director Duane Schwartz reviewed the 1999 <br />federal grant received, and administered by the Metropolitan <br />Council, providing for $2 Million in funding for a regional trail <br />along County B-2. Mr. Schwartz noted that he had been recently <br />contacted by the Minnesota Department of Transportation <br />(MnDOT) to determine the City's intent prior to the sunsetting of <br />those funds later this in 2004; and the need to prepare plans and <br />Hear a Report <br />About a B-2 <br />Pathway Project <br />
