City Council Study Session - 03/15/04 Minutes -Page 5 Councilmembers and presenters discussed a timeline for action; with staff anticipating that a Resolution would be brought forward at the March 29, 2004 regular Council meeting. If the contract were approved, then September 30, 2004 becomes a key date for the City and the Redeveloper. Councilmember Ihlan asked for modified terms regarding paragraphs 16 and 14, providing more balance between the City and Rottlund. General discussion among Councilmembers and participants included the complexity of the redevelopment area and process; the exposure for the City and the developer during the process and the exclusivity of the proposed contract; termination provisions being parallel for the City and developer; development chaos and speculation relative to property values and availability creating additional project increases; and policy perspectives. It was the consensus of Councilmembers to direct staff to bring the item back for discussion and consideration at the March 29, 2004 regular Council meeting. Mayor Klausing announced that no public comment would be heard tonight, but would be heard prior to the Council voting on the issues; and encouraged the public to contact Councilmembers and/or staff in the interim. Mayor Klausing and Councilmembers thanked participants for their participation. No action taken. 7. Hear a Report About a B-2 Pathway Project Public Works Director Duane Schwartz reviewed the 1999 federal grant received, and administered by the Metropolitan Council, providing for $2 Million in funding for a regional trail along County B-2. Mr. Schwartz noted that he had been recently contacted by the Minnesota Department of Transportation (MnDOT) to determine the City's intent prior to the sunsetting of those funds later this in 2004; and the need to prepare plans and Hear a Report About a B-2 Pathway Project
