Mr. Beets also addressed ongoing discussions among <br />communities and Ramsey County related to the proposed <br />coordinated dispatch services. <br /> <br />Councilmember Schroeder requested that Finance Director <br />Miller project out five-year trends for the cable franchise fund, <br />projecting when funds would no longer be available from <br />franchise fees for sinking reserve funds, and would need to be <br />accommodated in tax-supported funds. Staff was so directed. <br /> <br />Finance Director Miller anticipated that, at the current pace, <br />franchise fees would probably suffice for another 4-5 years, and <br />a future in-depth discussion was prudent, and would be subject to <br />legislative action. <br /> <br />Councilmember Schroeder opined that the cable equipment <br />hadn't followed suit with the remodeling of the Council <br />Chambers; and further opined that one camera needed to be <br />relocated, and several others added to make meeting presentation <br />more professional. Councilmember Schroeder spoke in support <br />of using reserves now to complete the project. <br /> <br />Further discussion included a Laser Fiche Agenda Manager; with <br />City Manager Beets explaining the uses for data management <br />and data archival (i.e., Planning and Zoning cases stored <br />electronically); future distribution of meeting agendas, and <br />additional marketing capabilities for the City's IT services. Mr. <br />Beets used the City of Chaska's data software system as an <br />example being researched by staff. <br /> <br />City Manager Beets apologized for the length of time required to <br />get the final report on Recycling processed through the City <br />staff, the Public Works, Environmental and Transportation <br />Commission; and future RFP's for the City's curbside recycling <br />program, and type of sort system to be used. <br /> <br />Councilmember Kough requested that staff review the cost <br />analysis with the City of Oakdale and their implementation of a <br />single-sort system. <br />
