Mr. Beets also addressed ongoing discussions among communities and Ramsey County related to the proposed coordinated dispatch services. Councilmember Schroeder requested that Finance Director Miller project out five-year trends for the cable franchise fund, projecting when funds would no longer be available from franchise fees for sinking reserve funds, and would need to be accommodated in tax-supported funds. Staff was so directed. Finance Director Miller anticipated that, at the current pace, franchise fees would probably suffice for another 4-5 years, and a future in-depth discussion was prudent, and would be subject to legislative action. Councilmember Schroeder opined that the cable equipment hadn't followed suit with the remodeling of the Council Chambers; and further opined that one camera needed to be relocated, and several others added to make meeting presentation more professional. Councilmember Schroeder spoke in support of using reserves now to complete the project. Further discussion included a Laser Fiche Agenda Manager; with City Manager Beets explaining the uses for data management and data archival (i.e., Planning and Zoning cases stored electronically); future distribution of meeting agendas, and additional marketing capabilities for the City's IT services. Mr. Beets used the City of Chaska's data software system as an example being researched by staff. City Manager Beets apologized for the length of time required to get the final report on Recycling processed through the City staff, the Public Works, Environmental and Transportation Commission; and future RFP's for the City's curbside recycling program, and type of sort system to be used. Councilmember Kough requested that staff review the cost analysis with the City of Oakdale and their implementation of a single-sort system.
