<br />City Council Study Session - 07/18/05 <br />Minutes - Page 16 <br /> <br />increased business with passport, auto dealer and auto auction <br />dealer licensing components. <br /> <br />Mr. Miller noted that expansion space had become available <br />adjacent to the current License Center at this time; and asked the <br />Council to review his memorandum dated July 14,2005 prior to <br />staff coming before the City Council at their August 8, 2005 <br />regular meeting with possible options. Mr. Miller cautioned that <br />with continued growth, if additional lease space was not <br />available, new business would not be possible. <br /> <br />Councilmember Maschka noted the upcoming requirement for <br />passports for Mexico, the Caribbean, and Canada, further <br />increasing business; and serving as a marketing tool for the <br />license center. <br /> <br />Mayor Klausing opened the discussion to public comment at this <br />time, asking that it be limited to questions, not commentary at <br />this time. <br /> <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn opined that by staff providing information in the <br />context presented, rather than from actual budget information <br />from Department Heads, it appeared that staff was putting <br />duplicate work into the budget summaries, or "sanitizing" the <br />budget presented to the Council and public. <br /> <br />Mayor Klausing thanked staff for their continuing attempts to <br />make the budget documents more readable for Councilmembers <br />and the public, with the addition of the schedules and page <br />numbers. <br /> <br />6. <br /> <br />Consider the Process for Seeking and Selecting City <br />Attorney, City Prosecutor, and City Auditor Services <br />City Manager Beets reviewed the background of the City <br />Council's "Professional Services Policy." While staff could find <br />no formal policy adoption, by practice it appeared that after six <br />years of continuous service to the City, professional service <br />providers "shall not be allowed to renew consulting services for a <br />period of three years.
