Certification of Tax Increment District Parcels - with the Council approval of <br />the TIF Dish'ict #17, the parcels identified are submitted to the County Audi- <br />tor to be certified. A letter has been sent to the County Auditor and the City is <br />awaiting response. There is a 6 month appeal process whereby the establish- <br />ment of the district can be challenged. The redeveloper can begin environ- <br />mental cleanup, demolition and any other earth work during this timeframe. <br />However, according to the redeveloper, they do not intend to undertake sig- <br />nificant work during this appeal process timeframe. ( <br /> <br />. Land Acquisition - Xtra Lease, Old Dominion, Hagen (agreements by end of <br />August 2005) and Northco Properties (agreements by end of 2006). The rede- <br />velopment contract requires that all parcels, except Northco, be under contract <br />prior to issuance of a building permit. (Each of these parcels has road right of <br />way\infrastructure improvements within the parcel.) <br /> <br />. Eminent Domain request (if needed) - September 2005 request could begin. <br /> <br />. Additional Environmental Testing - begin in July 2005 with completion by <br />September 2005 (work plan has been approved by PCA as of July 1, 2005). <br />Submission of DRAP /RAP - September 2005. Approval of DRAP /RAP - Oc- <br />tober 2005. <br /> <br />. Certification of Hazardous Substance Subdistrict parcels - must have ap- <br />proved DRAP /RAP prior to certifying that parcels have contamination and <br />qualify under state statute. - October 2005 <br /> <br />. City Council support for Environmental Grant submissions (DEED, Met <br />Council, Ramsey County ERF) - Late October for November 1 submission. <br /> <br />4 <br />
