<br />City Council Regular Meeting - 06/20/05 <br />Minutes - Page 37 <br /> <br />[12.6] Consider a Proposed Planned Unit Development <br />(PUD) Agreement for Twin Lakes Phase I <br />Schroeder moved, Maschka seconded, approval of the Final <br />Planned Unit Development Agreement between the City of <br />Roseville and Rottlund (Roseville Twin Lakes, LLC); <br />subject to approval of a Tax Increment Financing District <br />and a Hazardous Substances Sub District; and subject to <br />approval of all terms and conditions within the Twin <br />Lakes Phase I Contract for Private Redevelopment <br />Agreement. " <br /> <br />Discussion included green space of the PUD; City Attorney <br />Squires' opinion related to the completion of the <br />Environmental Review process and pending litigation; and <br />impervious surface issues. <br /> <br />Councilmember Ihlan expressed concerns related to the <br />mitigation plan and DNR comments related to the AUAR; <br />and opined that more green space was required. <br />Councilmember Ihlan spoke against the PUD Agreement. <br /> <br />Joe Samuel, Engineer with ROK <br />Mr. Samuel addressed the green space calculations of the <br />development; clarifying that the 61 % open space <br />calculation excluded the city pond. <br /> <br />Roll Call [12.6 - Final PUD Agreement] <br />Ayes: Schroeder; Maschka and Klausing. <br />Nays: Kough and Ihlan. <br /> <br />6.d <br /> <br />[5.1] Consider Filing an Application for 2005 Livable <br />Communities Demonstration Funds for Twin Lakes <br />Phase I <br />Economic Development Specialist Cathy Bennett outlined <br />the request, similar to those made in the past, to submit an <br />application to the Metropolitan Council for a Livable <br />Communities Demonstration Account Program grant to <br />provide gap funding for the public infrastructure costs of <br />Twin Lakes Parkway and Prior Avenue roadways, <br /> <br />Proposed Planned <br />Unit Development <br />(PUD) Agreement <br />for Twin Lakes <br />Phase I <br /> <br />Resolution 10319 <br />2005 Livable <br />Communities <br />Demonstration <br />Funds for Twin <br />Lakes Phase I <br />
