<br />City Council Regular Meeting - 07/11/05 <br />Minutes - Page 22 <br /> <br />non-tax revenue); and a rental licensing program for single- <br />family homes and an enhanced code compliance program to be <br />integrated with the work of the Housing Resource Center (HRC) <br />and the Roseville Housing and Redevelopment Authority <br />(RHRA). <br /> <br />Mr. Beets reviewed the "Aggregate Councilmember CITYWIDE <br />Priorities previously ranked by Councilmembers during goal <br />setting initiatives. <br /> <br />Further discussion included establishment of appropriate funding <br />mechanisms to ensure the timely replacement of City assets <br />when they reach the end of their useful life (depreciation <br />calculations); addition of one full-time, daytime position tot he <br />Fire Department that would combine consistent daytime shift <br />supervision, training officer and firefighter functions; promotion <br />of a qualified individual to a level of Police Captain or above to <br />address all issues that were normally handles by the now defunct <br />deputy chief position; increase of traffic enforcement officers <br />from 1-3 units; establishment of a performance measurement <br />system for all core City functions; and potential increased costs <br />for audit and legal costs, given the expiration of current three- <br />year contracts for those services and pending Requests for <br />Proposals (RFP's). <br /> <br />City Manager Beets advised that further details related to these <br />items would be addressed at subsequent meetings during <br />department-specific budget discussions. <br />
