I have two grand daughters arriving from N.D. at 5:30 p.m. so they are <br />first priority and thus I wont be able to be at the meeting. These comments are <br />from me as an individual and not as chair of the Roseville Citizens League. <br />As I understand it South Owasso Blvd. from Rice St. to Western is up for <br />reconstruction at a cost of $2.5 million. The motive is to slow down the speed of <br />traffic and to improve access to Lady Slipper Park. <br />I have not seen the official plans which I hope to pick up on Monday. I wanted you <br />to know that based on what I know at this point the plans sound costly and <br />unnecessary. I drive on South Owasso Blvd every day and have done so for years. <br />The following matters concern me: <br />#1- The speed limit use to be 40 miles an hour and then was lowed to 35 and now <br />is at 30. <br />#2- The speed limit on County Road C is 40 where there are many more houses-a <br />city park-etc. <br />#3-South Owasso Blvd has few homes on the North side. <br />#4- Over the last 20 years I have seen very little usage of Lady Slipper Park. <br />#S- It is my understanding that one resident on the north side of the road has <br />expressed lots of concerns about the speed of traffic on South Owasso Blvd. As a <br />result the speed limit has been lowered over the years and police monitoring <br />machines are often put up. <br />#6- It is interesting to note that the speed limit on Western at the point where <br />South Owasso Blvd turns north is 35 miles an hour all the way to County Rd. C. A <br />street where there are houses with children on both sides of the street. <br /> <br />In summary I am opposed to the expenditure of $2.5 million on a road where there <br />is not a major problem. If I am missing some important facts I would welcome <br />being informed. Thank you for your consideration and have a good meeting. Roger <br />Toogood <br />
